Himachal Pradesh has been honoured as a ‘Top Achiever State’ under the Business Reforms Action Plan (BRAP)-2024. The recognition comes from the Department for Promotion of Industry and Internal Trade (DPIIT), Government of India, and highlights the state’s steady shift toward transparent governance, strong investor support and a fast-improving business climate.
Areas of Reforms under BRAP
The state earned its position for its strong performance in three major reform areas: Construction Permit Enablers, Healthcare Sector reforms and Services Sector reforms. Union Minister for Commerce and Industry Piyush Goyal presented the award during Udyog Samagam-2025, where several states and Union Territories were acknowledged for their progress on ease of doing business.
Chief Minister Sukhvinder Singh Sukhu said that the government is focused on providing direct, doorstep services to investors. He noted that in the past three years, Himachal Pradesh has introduced several policies to simplify procedures, promote transparency and reduce delays in approvals. These reforms aim to attract new investment, strengthen industries and create more local jobs.
Industries Minister Harshwardhan Chauhan said that the state has built a system powered by technology and clear processes, ensuring that every reform delivers real benefits to entrepreneurs, start-ups and MSMEs. The award was received on behalf of the state by Ajay Yadav, IPS, Principal Resident Commissioner in New Delhi, and Rachit Sharma, General Manager, District Industries Centre, Sirmaur.
BRAP Brief idea
BRAP-2025 evaluates states and UTs on 25 key reform areas. These include starting a business, getting construction permissions, labour regulations, land administration, environmental clearances, utility connections, service sector reforms, and improvements in key sectors like healthcare and tourism. For each area, states are assessed on how well they simplify rules, cut paperwork, reduce waiting time and use digital systems to serve investors more efficiently.
The recognition places Himachal Pradesh among the leading reform-driven states in the country, showing its ongoing effort to build a modern, industry-friendly ecosystem that supports both economic growth and sustainable development.
